Daniels is saying that Chairman Walters is giving excuses by saying that immigration and refugee problems is being studied in depth,when in fact he was delaying or using different strategies to prevent or minimize the amount of immigrants and refugees from entering the country.People who was in support of immigration and refugees entering the country for whatever reason , knew that he was not telling the truth.
To me this means that Chairman Walter saw immigration and refugee programs as a problem for the country. Maybe he saw this as too many people will enter and be living in the country or too much people from all nations, maybe he didn't want a diversity of ethnic groups primarily the "inferior groups"entering the country and benefitting from it.
